Drag and drop might be intuitive/helpful for short gifs with few frames but using cut and paste to re-order might be more accommodating: http://giffer.uservoice.com/forums/152157-support-and-feature-requests/suggestions/4951860-select-multiple-frames-and-re-arrange-cut-or-past
